The eastside is the only part of town that could handle dispersing traffice after an event like that. The traffic issues is horrible on the west side, thanks to all the westside nimby's shooting down any improvements to the roads out there. No one wants SH45 out there because they don't want the increased traffic it could bring to their neighborhoods.
The Eastside makes more sense.
