The College Quarter Residence Project has been in planning at least since 1999 according to the recently released study. To me 10 years does not mean that they "just start building it". The university is bad for studying building projects to death before they finally secure government and private funding for their completion. As for having "funding fall through" just review the history of the Place Riel expansion project, or a number of other projects that have been on the books for years, notably the new Aboriginal student centre.
