^ Just a wild guess, but maybe double-height living/dining rooms with the remainder of each unit being duplex. Hard to see a developer giving up the possibility of selling the extra floor space. Also, most people don't need double-height bedrooms/bathrooms (and don't want to pay for energy to heat/cool them). Admittedly the photos so far look like everything is double-height though.
