The first is about the Port Authority nering completion at Arlington Park

The second is about temporary scale backs at TK. They have decided not to fully complete their dock/unloading facility. Since they postponed the complete opening of the plant by a year, they felt like they could put off completion of 2 out of the 5 planned berths.
