1 - Essentially yes except see #2 below.
2 - Hotel section (bottom 18 or so floors) untenanted as of now, and probably will remain so for a while. Unless there is some new deal announced in the next couple weeks, you can definitely expect no hotel there by August. Next best thing for an Aug 2009 visit is Swissotel, Fairmont, or Hyatt, all within 1 block radius.
Also, an emerging possibility is that the developer could market the hotel section as apartments or condos, eliminating the possibility of any hotel forever (if condos) or for many years (if rental apts).
