the whole urban plaza under a massive cantilever or supported overhang is just one of those things that seems so great in a vacuum. but in reality, they're cold and unfriendly. if it's going to be a plaza, let it be one. if they're going to run with the whole cantilever-everything-from-the-core idea, there are examples that make far more sense. dominique perrault's hotel habitat sky comes to mind as a more sensible way to cantilever from the core. otherwise, the lack of daylight on the streets downtown would make a dark place even more despairing and cold. this isn't the best site (nor was 111 s. wacker obviously) for making a case for a big cantilever. there has to be some idea of a program in place rather than just another plaza and "a place for office workers to eat lunch" is the weakest one there is.
