This could be because of ARB, ironically enough. Restoring a burned-out house in accordance with their guidelines is very expensive. It is my understanding that if the owner is not interested in a "labor of love" he is not allowed to tear it down until he has offered it for sale for a certain period of time. Nobody else wants to take on an expensive reno job either, especially since the owner isn't motivated to sell at a rock-bottom price...and there it sits.
Do we really need even more hotel rooms? Or is it a case of if we build it they will come? Is there something about being eligible for larger conventions, etc. if we have a certain number of rooms downtown?
