Didn't Burnham propose extending the Ogden slip and the "slip" currently terminated at the Shedd Aquarium (not exactly like the proposed design here). I'll go back and look at the Burnham plan, but that's honestly the first thing that came to mind when I saw this proposal. "hmm... that somehow reminds me of a Burnham plan that I saw"...
