My poor man's conspiracy is that this memo leak was intentional by the BC Cons. Don't be fooled by the (accurate) assessment that a plurality of Canadians don't care about this and will roll their eyes at the gimmick. I think it's to provoke a reaction from BC NDP, and the "ruling class" at large, so they can point to the federal government and their own antiquated use of the word Indian.
This would be a silly assertion until you see that every play by the populist right is like this: public inveigh with some kind of obviously inflammatory rhetoric, and then when the inevitable consternation and criticism swells upward, mock the pearl clutching of the woke establishment to gin up your base on TikTok/Western Standard/Rumble/etc. It's tried and true.
