But that's not the only thing that people vote on...

They are both conservative-leaning politicians. The pro- versus anti-development stance is where they substantially differ. There are very likely conservative-leaning voters who voted for Sim last time and will not this election, some of whom will find a home with Hardwick, particularly if they are not fond of development (e.g. many on the West Side).

The crossover between Hardwick and OneCity is much more difficult to see.
