Definitely screams "we want our building to look unique and stand out, but don't really want to pay for it so throw some red food colouring into the concrete mix and add mental asylum bubble wrap to the exterior."

Colour will look vibrant for approximately 1 year after construction, then look faded and cheap for next 100+ years.
