My prediction is Regina either doesn't accept the changes needed to get the $35M, or we get it but they have to pay it back because we didn't meet our end of the bargain.

Based on the absolute riot from trying to build a nice four story condo on 13th avenue years ago, or the new proposed building close to Douglas Ave. I can't see City Council being tough enough to allow for higher density. I hope I am wrong but, I just can't see it happening.
