Yeah, I don't doubt the wind chill if one is in a windier area, but my area, which is normally quite windy with the tall buildings, wasn't so bad.
I'd say it did feel about -12C when it was gusting towards me...but considering I am sick, I may just be more sensitive to the cold at this time.
