If you want to block the bike lane. But assuming you don't care about that, yes it's possible for cars to line up beside the sidewalk on Quebec for about 3-4 car lengths of an extra wide lane and let traffic through. Do you actually think that happens? Of course not. People block AT LEAST one lane of traffic.

The lane only widens because there's a right turn lane at Terminal.

The City should force them to give up some of that parking lot for a drive through snake lineup if they are disrupting travel for everybody else.
