Charlottetown has 83,000 people in the census agglomeration and only 40,000 in the city. Many of the areas in the agglomeration are extremely rural. It includes much of Queens County, more than I thought:

The 6 floor thing is not the fault of the city, province, or busybodies. Blame regulation: it's genuinely much more expensive to go above 6. no wood framing, no mass timber (for now), mandatory pressurized stairwells, more complex fire management plans, and so on.
