Safe to say that any VIA service increase would require additional subsidies. Pretty much all existing VIA service is currently subsidized to some degree so no one could realistically expect a new service to operate without any new funding. It should probably go without saying that if someone advocates for expanding a subsidized service like VIA they're also advocating for more funding for that service.
