Yup the water table is an issue in lower parts of Kelowna. I live near downtown in a heritage house and my basement floor is below the water table. I have a built in sump pump to keep the basement from flooding. If the power goes out, like it did yesterday, I have to manually bail water out the window.

Easy to see how it would NOT be possible for high rises to have underground parking.
Ella is really coming along nicely, up 4 stories already. Ellis Parc foundation is largely complete, as is One Water Street. 1151 Sunset and SOPA are complete and residents are moving in.
As for mid rises, Cambridge House at Ethel and Harvey is complete, as well as half the buildings on the Central Green site. Still disappointed there will be no high rises on Central Green.
