They can't. The city passed a series of bylaws regarding parking lots downtown and that they must meet minimum standards set by the city. I believe the first bylaw came into effect regarding drainage, sewers and paving of the lots. That's why you see the lot on Riverside next to the casino now empty. The next bylaws that come into effect regarding lots I believe is later this year and stipulates that they must be closed in with some decorative fencing and must be paved.
The theory I think is if the city can't atleast get rid of the lots they can atleast enforce minimum standards with regards to how they look and I believe we're beginning to see that come into effect.
Most of this lot is now empty of cars.
