Turns out this was right. Given the very small footprint of phase 2 (I measured it between 10-15k square feet) this would all but certainly be a multistory project with decent height. It would be very neat if it had integration with the riverwalk too. :
"GrayStreet received initial approval Wednesday from the city’s Historic and Design Review Commission to construct a two-story building along East Market Street between the Convention Center and the Monarch San Antonio hotel. The building would have space for restaurants and other commercial tenants, including in a basement level on the River Walk, according to site plans....
A second phase on the River Walk would include another 28,560 square feet for restaurants or bars and 163,170 square feet of residential development.... GrayStreet is supposed to begin building the retail space and parking by May 2026 and the apartments and more retail by August 2029, according to revisions to a sublease agreement approved by the redevelopment corporation’s board last year. The first phase would be completed in December 2027 and the second phase in November 2030."
