If Sofia Cigars were in the final stages of having the air system certified that would most likely mean the alterations to the HVAC were completed, probably not a cheap retrofit; they had a permit for this work issued last June. Why would the board only ban their concept now after they have already invested for these new tenant fit ups? Something doesn't sound right about this.

Permit 80 Rorie Street: 25-156479 RP-2025-06-04, Interior and Exterior Alterations. *post issuance alterations proposed December 2025* Sofia Cigars: Interior and Exterior alterations including a Change of use to establish a 3055 sq. ft. Tobacconist Shop with a Retail Sales and Tasting Area on the first floor of a 8948 sq ft tenant space in a multi-storey multi-tenant commercial building. Alterations include construction of a interior vestibule and mechanical HVAC supply and exhaust (c/w exterior intake and discharge), interior cosmetic and millwork involved. Tenant to use the portion of main floor of 3055 sqft for the Retail Sales and Tasting Area, with remainder of the tenant space area 5893sqft to provide means of egress to all exits and a barrier free path of travel to access to the accessible building entrance.

Wow that's a real asshole move on the board's part, after Sofia invested all that money on upgrades. How could a permit be issued in the first place without the resident's being on board? If I were Sofia, I'd lawyer up. It seems that the residents don't want any kind of club opening up there and this is their latest ploy to prevent it from happening. I hear that the suites aren't very soundproof so maybe they're actually concerned about noise, not cigar smoke.

This feels like a great way to get a special assessment to pay for the board's legal wars

Who owns the commercial rental unit? Is it owned by the condominium corporation? If so, wouldn't they have already approved the commercial lease? Or is the commercial rental unit owned by someone else?

Shindico was marking the space at 80 Rorie for lease/sale but I’m not sure if they own that CRU or not. I don’t believe the condo corporation owns any of the commercial units in the building, they appear to be owned as separate entities.

When Commonwealth Kitchen & Bar opened to patrons Friday, eight months after it was one of the first targets of an alleged serial arsonist, it felt like the light at the end of a long, dark tunnel for owner Nikola Maharajh.

“Honestly, it was surreal to see people in the room again,” he told the Free Press on Monday.

“I’ve spent so many hours inside this building with the windows covered, water damage, looking at the room in a space that was pretty painful to see, so to see the room operating again, with people having a fun time, it was a major relief, honestly.”


Nikola Maharajh in his recently renovated restaurant at 456 Main St. Eight months after being damaged by fire, Commonwealth Kitchen and Bar will have its grand opening April 8.

Commonwealth had been closed since a fire investigated as arson broke out at the property July 10. The 456 Main St. eatery held its first weekend nightlife events Friday and Saturday, and plans to be open on weekend nights leading up to its full grand opening April 8.

Jesse Wheatland is accused of 22 arson, break-in, and property-damage offences between June 11 and Nov. 18 at 11 locations, including a number of downtown restaurants, an event centre and the constituency offices of two Manitoba politicians. His next court date is March 30.

Not every business forced to close due to the spate of fires will return.

Exchange District staple restaurant Johnny G’s (at 177 McDermot Ave.) closed after a fire Aug. 20. Days later, police said it was being investigated as arson and was later one of the offences charged to Wheatland.

Owner John Giannakis, who has run the business since 1996, said Monday that Johnny G’s will not reopen.

“We’re retired,” Giannakis said, but declined to comment further.

At Boujee Restaurant & Bar, which went up in flames Oct. 23, co-owner Amit Saini said debris is still being cleaned out and there’s no timeline for when it may reopen.

“It is very, very bad inside,” Saini said.

In some ways, it’s exciting for Maharajh to be back in business. His concerns the eight-month closure would impact turn-out appear to be unfounded — Commonwealth hit capacity both Friday and Saturday night, and staff have already booked reservations for Christmas parties.

About 80 per cent of staff prior to the fire will return for its full opening, and visitors can expect new cocktails and menu items, he said.

However, he called the fact that the fires caused so much damage to other businesses in the community “heartbreaking.”

“Every business was complementing each other, and the more businesses that got added in the area, it made it better for everybody,” he said.

“A lot of people who kind of look at it from the outside think it’s good to have less competition, but it actually hurts everybody.”

In the midst of repairs, which included replacing flooring, the ceiling and the building’s electrical system, Maharajh’s insurance company sent him a letter essentially saying it would no longer be covering the building and he had to find a new insurance provider to be able to open.

He believes concerns of increasing crime in the downtown Winnipeg area was behind his former insurance company’s decision.

“I can’t imagine it being a desirable area for them to insure. And then we see our insurance rates go up, and then it becomes harder for businesses to open in general, too,” he said.

Manitoba Restaurant & Foodservices Association CEO Shaun Jeffrey said rapidly increasing insurance costs have been a growing problem for restaurateurs, and businesses have seen their providers “pulling out of the insurance game for the restaurant industry and the hospitality industry.”

With the provincial government set to release its 2026 budget today, Jeffrey said he and many others in the industry will be watching closely for any investment in business.

While some provincial initiatives such as the Manitoba Security Rebate Program, launched in December to cover some costs for crime-related repairs or expenses for businesses, have been “necessary,” Jeffrey said the industry is waiting on efforts that grow Manitoba’s economy.

“(The rebate is) to alleviate a situation of increased crime in Manitoba, that’s not a business growth situation,” he said. “We’re just looking for them to really kind of live up to their election promises, and to have that horse drive the economic cart.”

holy shit i remember trying to book an office christmas party in september and being surprised that this was considered a "late booking". i guess some people are out here booking in march

a shame that Johnny G's is not opening again. I have heard they might be looking for a new spot, but that building is in a pretty important location. I hope it gets restored. Maybe it gets incorporated in the residential retrofit next door.

I noticed Johnny G's was open as a ghost kitchen near Ikea (120 Lowson Cres) and had some hope they would come back in physical form. Given how long they tried to get rid of their two properties, I'm interested in where they would think of relocating to if they do re-open.

Saw they were selling their patio furniture on Facebook marketplace. So either they know they're not reopening or could really use a few hundred bucks to pay people to clean out the debris inside.

The Vitafoam site on Waterfront is now in the process of demolition. While we attempted to acquire the site, the owners felt the existing buildings had exceeded their economic viability. While there was value in the configuration and urban contribution, it was determined another use for the site was warranted. I have seen the drawings for a rental project on the site. it’s unclear when viability will be determined and construction will commence. This property is over 90,000ft2 and is situated beautifully… I think there is a greater than not opportunity for development from a deep pocketed Toronto owner. If they actual have or are selling the site vacant, an even higher likelihood of development is possible.While not the most glamorous of designs I’ve seen, it is no worse than projects constructed recently. It is actual outside the downtown boundaries.

I’m actually hopeful for this site…

It was sad to see the building coming down when i went by the other day.

Is there any movement on other projects in the area. Such as Duncan or the other parcels of land in that area of Waterfront? Wasn't the sliver of land across the street from Vitafoam up for sale/development with CV?

Huge beams and trusses were being trucked out yesterday and limitless yellow brick. The site is being sorted to minimize land fill. They are being responsible that way.

The Duncan site is in limbo due to market conditions and the CV caveat. The other Waterfront sliver site controlled by CV is cancelled as the proponent was tied to The Bend and the Duncan site. My editorial comment is the challenge was primarily the inflated pricing of the land and interference by government agencies controlling these properties. As the Vitafoam site is privately owned and financed, movement would move quickly if and when they say Go!

I’m more hopeful on this site than WF sliver site, Duncan or the St Regis…

asking as i am watching for a beam at some point for a project to haul back up to lynn lake
