....and more to the point, I don't recall Vancouver or the GVA ever getting the level of snow or snow loading that would necessitate that kind pre-emptive reinforcement for a structure or a building.

And why only half the roof?

The A-frame could be for the elevator overrun height in that corner:

This has been such a stealth project that just sprung up without much attention. It looks good and adds nice fill to the area.

They did an angled scaffolding roof for snow up at SFU for the east gym renovation. They also mentioned wind loads.

A lot of their projects seem to be angled in general (like the Skytrain Stadium Chinatown station roof replacement)

The Hive / ICBC timber frame office building on Great Northern Way currently has an A frame temporary roof over half the building. It would seem an obvious benefit for mass timber construction, until it's all sealed up.
