It is too bad in my opinion, because we definitely need more high-rises in Paris in particular, but somehow, the architecture of a place is related to the policies it implements.
And Russia is actually an impoverished sorry country. Obviously, Moscow's skyline is only a smokescreen to flatter the establishment of their regime.
Thank goodness, folks in the Baltic states and Poland are far better off than impoverished people in Russia nowadays.
I'd like to see some more in Paris too.

here's my unpopular opinion, (probably) but moscow doesn't really impress me - the main skyline (MCC) is a very tight cluster of supertalls, but it quickly drops off outside of that. i do like the designs of some of the individual buildings (mercury tower especially) but it's not proportional at all, and the rest of the tall buildings outside the core are mostly ugly and very spread out.

^ skylines in Europe seem to share that trait though MCC it's really obvious because it's a massive cluster of huge buildings but Europeans skylines are relatively young compared to North America and lack an organic aesthetic.

As for Paris, I read the ground was porous plus the catacombs make skyscrapers difficult there.

After seeing the last photo of Moscow that KlausD2 posted, I kinda felt some claustrophobic vibes

I like that cluster mostly for the designs and heights, and the density is impressive, but perhaps it would be better if they were slightly more spread out, with lower high-rises in between. This way, each supertall would be more easily seen, as well as the non-supertalls (like the Imperia Tower, which I like). As things stand, they're all basically blocking each other.

I still think it looks great from some angles, as seen in the first pictures in this thread, but I can see where you're coming from!

Urban legend that would fit Central Paris only. Mind you, it is only 41 sq mi and nothing much without the larger urban area around.
The Catacombs are fascinating to urbex nerds, but don't spread out over such a huge area.

Local engineers have dealt with bigger challenges anyway, such as infrastructure underneath la Défense. Provided that they get funding, they would do anything.
Nimbyism is the only scourge in this city.

Based on the photos so far, probably London or Moscow.
