Ultimately, the solution is to shut down work sites and force the developers to adjust construction to meet the requirements, and if necessary deny occupancy as long as it takes.

It's probably easier to "carry a stick" so to speak in cities that have developers lined up around the block to take on projects if someone else screws it up. Winnipeg isn't exactly in that situation, so they need to tread more carefully.
