The exterior of the building creates a unique red steel frame.
The design related to the red steel frame, along with the taste of architect Richard Rogers, who likes to expose the steel frame on the exterior wall, originated from the traditional Korean building Dancheong design.
Construction of this building remained suspended for a long time due to a legal dispute with the Unification Movement. Construction has been suspended for about seven years.
On the roof of the building is a military unit called 'Building GOP'
