• The project was intended to be a tribute to the Bicentennial of Argentina (begun on the 200th anniversary of the Revolution and ended on the 200th anniversary of Independence). It was to become the tallest structure in the world.
• It was planned a 66-hectare central hexagonal platform, surrounded by six square platforms of 55 hectares each, with piles founded on the ground of the Río de la Plata. It would also have a subfluvial multimodal transport system and a wind farm.
