Even in 1980 the other side of downtown (not shown) was quite built up, although the boom didn't really become impressive until a couple of years later.

And of course, for years, there have been multiple skylines around the city, the most impressive ones being Uptown and the Med Center. So it's not just "starting to look like an actual city". It's been getting that way for a long time.
