here is a list of projects that the city has built. THere are other groups such as Union Gospel, Salvation army, United church, Metro VAncouver, federal and provincial governments
The problems are that people move to BC faster than the system can manage. And having worked DTES and being in construction for 25 years you get to understand the amount of fraud, usery etc.
I had a day labour once tell me he only can work so many days a week for 8 months of the year as it will interfer with all the subsidies he gets. The other 4 months of the year he works for a US company getting paid in US dollars inspecting hydro poles. So he makes a good income but also lives in a new SOcial housing apartment. Then there are the numerous different labor companies that pay cash so that people can avoid paying taxes and support payments.
The fraud in Vancouver is off the charts in the billions. The federal government does not have a grasp and are just trying to stay ahead and only review red flags.
