Basi and Virk Plead Guilty Premier says, "they acted alone". Do you believe him?

NDP wants a public inquiry. 6 million bucks later...what are the Liberals trying to hide. While I believe Basi and Virk are guilty I don't believe they acted alone and are scapegoats for the "higher-ups".
