I think something is getting confused and I think it entirely has to do with poor information from one poster.
This project getting a waiver doesn't go against any of the legitimate sourced information we've gotten on what is happening with construction in Philadelphia. It is kind of understandable that this building would receive a waiver even though it's far from essential, because it's considerably far into its construction and may be legitimately difficult to tie up quickly without the building sustaining damage from what may be a prolonged delay in construction.
Even still though, this building is not going to be continuing as they would have were we not in the middle of weathering a global pandemic. The waiver is simply extra time to comply with the order to stop construction. Now stopping construction, may necessitate continuing construction to a certain point to secure the building, but it's still all about getting this building to the point where they can secure it and stop construction. It's not like they'll be finishing it and opening for business.
All construction is stopping in Philadelphia, except for medical projects like Penn's Pavilion and projects that need extra time to safely stop construction, like this casino. That's it. Everything else is stopping and they certainly aren't going to continue building as normal in the city until Philadelphia is in a crisis due to this pandemic. I don't know where arkitect13 got this crazy idea, but it seems clear Kenney didn't actually say anything like that.
