Sweden had the same problem in the late 1800s. Huge temperance movement happened, with plenty of ties to conservative (a good christian doesn't drink, kinda thing) and socialist (drinking is an opium upon the proletariat, kinda thing) politics. Non-drinkers are still very over-represented in parliament here. It was a huge cultural change. For Russia to go the same way would probably be good for Russia, but is it doable right now? can it be done top-down? I doubt it.
