A pedestrian connection shall be provided from the upper level of Liberty Park located to the north of the Development Site to the second floor shared lobby. The portion of the pedestrian connection that is located on Liberty Park will be approved and permitted by the Port Authority.
The portion of the connection on the Development Site shall be located to provide a connection through the “Bridge Connection Zone” identified on Figure 4, and shall have a clear path with a minimum width of 10 feet and a minimum clear height of 10 feet from the surface of the pathway. The design character of the on-site connection shall be compatible with Liberty Park.
The pedestrian connection will connect to a shared lobby immediately adjacent to the entry doors and connect to the community facility with an elevator, and, if the community facility is located immediately above or below the shared lobby, it will connect with a communicating stair that is not less than five feet wide.

Wikipedia article on 5 World Trade Center currently says the tower is expected to begin construction in 2023 and be completed by 2028 (these links are cited for that assertion:

https://newyorkyimby.com/2021/02/fiv...-district.html). That is around 5 years time but it took nearly 4 years for the shorter 7 WTC to be completed and also around 5 years (from groundbreaking in 2008 to opening in November 2013) for the similar height 4 WTC to be completed.
Nevertheless, alternate proposals for a fully affordable design of 5 WTC are due by February 12, 2022:

So whatever is ultimately decided should be known soon, nearly a year after plans to begin construction in 2023 of the mixed-use 5 WTC with the KPF design were announced.
