costs. Depends on steel and concrete prices at the time. Toronto probably sees a 50/50 split between concrete and steel office towers. Res is all concrete.
My understanding is that concrete is very cheap in Toronto compared to many markets due to the abundant limestone mines around the city, and it's just what the industry knows how to do, and do very well.
I've notice that the large office buildings do tend to do steel though. Probably because when you are buildings that large the structural loads need special concrete that works out being more expensive than steel.
While The Well has a fairly large office building, my guess is they went with concrete as the rest of the site is concrete so it is just easier to keep going with one material.
