I thought so too, but then I biked down there on the weekend and was very surprised at how much is already done, or close to done. The aerials don't give a great idea of what is happening on the ground.
The Gatineau part does have the big empty lots on the city side, but the area on the river side between the condo and the bridge has come along nicely. They have done an incredible job refurbishing the historic industrial building next to the condo, it it appears open and ready to go. Same story on the island. There is work to be done on the pedestrian/cycling bridge, but things are really coming together.
It is starting to have the vibe of a more interesting Distillery District, given the setting on the water, and the variety of historic buildings. No doubt it will take lots of years to fully build out, but it's a very big site and I wouldn't be surprised if it is looking good by next summer.
