I was hoping that the foundation work meant that we wouldn’t get a park. That said, there will be a foundation on which to build already in place. I can’t see such a prime corner remaining a park.

Reasons for on hold? Market saturation.

If the park is done well, it will at least be a nice little oasis in a very dense area.

I don't understand where PhillyYimby gets 23 stories for the Health Pavilion. As far as I know — unlike in NYC, where the author Vitali Ogorodnikov may be based — in Philly mechanical floors are generally included in the total, at least in terms of Gross Floor Area.* From the Streets Review document SR-2021-003647 associated with the permit:

Work Description: a 19,450 sf, 19-story medical office building with
436,927 gfa and a future 11,700 sf, 24-story mixed-use residential and retail building with 269,100 gfa,
located at 1101-1153 Chestnut Street.

We've known for like 9 months that the apartment building got pushed to future development and it was pretty much just PhillyYIMBY that kept acting like the tower was still happening.

If they're putting so much energy into the park portion I'm guessing the beautiful terra cotta 2nd tower won't be happening anytime soon.
Surprising considering how popular this area is

In all likelihood Jefferson negotiated with the developer to keep the lot open for future development.

There aren't many (easily) developable sites left in that zone.

That open "plaza" is Jefferson's favorite urban form. Most of their plazas are dead, of course.

Is it possible to see if some type of central core structure is being built as part of the underground garage? If there is, then I'd say there is practical hope for the tower to be built someday 'soon', just because they are spending extra cash now toward that end. If no core is being built than I think the tower is a long way off.

But isn't this the same development team who is proposing all those nice changes and new buildings along N. 2nd St? The cost of doing that actual construction can't be that much less on 2nd St. then 12th & Chestnut. Between those two locations where would you whether live. Which would produce higher rents, more return on investment?

Lastly, in this most recent set of plans, did the sq. footage of the total building increase, because the east/west length of the building did.

the one near 11th and walnut is heavily used. I go over there sometimes during the warmer months.

While development is nice, tbh a park there will be kind of nice given how dense the entire area is. There's no parks or plazas in the immediate vicinity while there's always a ton of foot traffic, so I can see it getting some use.

Would be nice and convenient to get a pocket park. However, Washington Square Park and Independence National Park is 7-8 blocks away. And a few more blocks beyond that is Franklin Square Park.

unusual steel work-

unusual in what way? I wonder if we here in Philly have just gotten used to concrete construction and we aren't used to seeing a steel framed building go together. This might have much of the frame installed in a month or two, if there isn't a central concrete core to slow things down. I've always enjoyed watching a three man crew of well seasoned ironworkers move through piles of steel. Often all those connections shown in the photos will be put together with just acouple bolts, and a seperate crew will take care of the rest later on.
