Because the jersey barriers is a safety item that desperately needed to be replaced, and is relatively inexpensive to do.
The timeline for the south Perimeter overhaul was something like 30 years. Who knows when the specific upgrades to 6 lanes in that stretch of highway will be done. It will be sooner than most of Perimeter as the sections that include river crossings are by far the busiest stretches of the whole highway, but that is still years away.
Chances are, the jersey barriers will needed to be replaced again before that happens.
Edit: Found the 2019 Provincial traffic counts for those interested. These stretches are by far the highest in the Province road network:
Perimeter between Portage and PTH 3
Perimeter between Waverley and St Annes
Perimeter between PTH 7 and PTH 9 (Main)
59 North around the Perimeter interchange
Hwy 1 East between Perimeter and Deacons

So basically gives you an idea of where our infrastructure money should be spent on tackling deficiencies in the highway network
