Winston-Salem is actually the city that brought soccer to North Carolina, around a century ago, when Winston-Salem was the state's largest city. If I remember correctly, the first soccer game in the state was played in Winston-Salem and Reynolds High School had the first high school soccer team... and was trying to talk other schools in the area into starting teams (to have others to play against). Youth soccer has been popular in Winston-Salem for decades and the large corporate sponsored and Major League Soccer-affiliated riverfront soccer park, Salem City FC is playing at, is part of that.

I looked into it again, to find more information. It appears to be part of the 2019 Bicycle Master Plan. Old Salem and some of the surrounding areas to the west and between downtown and Old Salem were designated a "Bicycle & Pedestrian Priority Zone." Some of what they have discussed recently includes lowering speed limits, adding bike lanes, installing pedestrian signals, and improving sidewalks and landscaping. They are also exploring how to make Old Salem Road more pedestrian and bicycle friendly through infrastructure investments.
