I wish the city had a little more authority on stuff like this. Not in any rush to finish you project? Want to leave a decrepit embarrassing site for residents to look at everyday (think the Connolly or this one)? Sure no problem, that's a $10,000 fine each day it sits abandoned.

I mean all they would do is sell the property in that case. They're clearly having funding issues, so fining them would just mean they'd be in an impossible spot and have to sell.

The Connolly and Tivoli where nothing even got started though should definitely face penalties. They received special exemptions and city help, and then left the property to rot. Sell it to a developer that can complete the project.

This project is halfway built though. If I purchased in this development I'd be furious.

That's true, good point.

But ya, the city really needs to use some muscle on those two you mentioned. I'm sure there is plenty of developers out there that would love to get that one done and make some money. Last I heard, the current developer of the Connolly has basically abandoned the project on funding problems.

The city does typically take a deposit before issuing permits that allows them to clean up a site if it remains incomplete, which is then refunded upon project completion, however this is very, very rarely used and typically only done in an extreme situation where the developer repeatedly shows it's not willing or capable of completing the project.

There are sites I've seen in Ontario where municipalities let abandoned construction sites sit for almost a decade without using these funds to clean it up.

They have issues with the structure.
Columns are not plumb and the elevator shaft walls are out of whack.
The project was put on hold in November.

Sounds like it wasn't an issue with an incompetent developer but an incompetent contractor? Who's the contractor here?

If you look at it on google maps, it looks pretty much identical between august and october of last year so I'm guessing they had already stopped work on it before november. My guess is that it will sit like it is for at least the rest of 2022.

Yes. The Ritsman is correct and I will agree. This view is going to look considerably different in a few years. It’s exciting. I’m hoping this project can be sorted out and be part of that exciting future.

Splendid... This will sit as an embarrassing eye sore for years now. Hopefully they can sell it off and someone else can complete it. But in it's current state it will likely just be demolished which will take forever.

They likely get their deposits back but it depends on the bankruptcy proceedings.
