I recall Acajack's reaction when I mentioned my gf was Anglo (something along the lines of "une Anglo à Lévis?!? ça existe?!?").
Interestingly, the business in Lévis that hired her when she moved there was thrilled to find someone able to speak English decently, as they were regularly in contact with American suppliers and customers, and before that, their best guys were only a notch or two above "yes no toaster".
Seems crazy to me that anyone fluent in English and living in North America would let that lapse, wow. It's true that you don't need it if you live in "deep" Quebec, but still, not bothering to learn it (which I'd understand) isn't the same as having it and throwing it away.
I'll second what Acajack said, I'm actually not that surprised by what you said
(the only somewhat surprising part is that your relative who married into Francophone Québécois actually then went and lost their English.)
