Floor counts aren't a great way to look at this since floor height varies. If office and residential buildings are of equal height, the office building will generally have significantly fewer floors.
I seem to recall that 83 m was the tallest height allowed for any existing lot downtown under the ramparts maximum.
The ramparts bylaw is based on the idea of line of site over the ramparts walls, so its effective height limit angles upward and increases the farther you get from the Citadel. But none of the Cogswell sites are very far away, so I doubt the ramparts max for those sites will be much taller than anywhere else downtown.
The ramparts law was brought in sometime around the 1980's when there were already buildings visible from inside the Citadel. So it merely ensures that we have a retro 1970's/80's-style view from inside the Citadel, not an immersive experience with historic fortifications and no modern buildings visible. I think it's a silly rule, and was mostly a stealth way for NIMBYs to block construction downtown.
