Totally. Those buildings have the capacity and character to warrant investment. That is definitely a dead zone (though not to the extent of 900 and 1000 block). Renovations and cool tenants would be great there and would really only leave disneyhole and 9 &10 blocks to need work.
Living in old city, while there continues to be quality restaurants pop up off of market, market Street from 2nd to 4th has filled in with fast food garbage and is essentially a shitty food court.
When AT&T took the prime corner @ 3rd and market, I knew it was over for that stretch. It's depressing.
