This seems to be a vision pitched by a landscape architect rather than an actual proposal. Which is a good though, IMO - the current University Ave. is more unique and more valuable as being one of this country's few examples of a City Beautiful-era grand boulevards (even if never fully realized) than it would be as a shoehorned park space.
If there were to be any changes to the street, I'd rather see the median expanded and redesigned, rather than being entirely eliminated or reconfigured.
