The survey claims to have taken into account the cost of having and operating a car,so I assume all that is built into it. One would have dig deeply into their methodology to know for sure. Every part of the world has issues concerning owning a car. In many places cars are more expensive to buy as a percentage of one's income. Gasoline costs twice as much, and more in Europe. Do all the cities surveyed maintain their roads better than Ottawa does,or just some of them?
Do Ottawans pay more for insurance than Torontonians, Vancouverites, Berliners,Londoners, etc. Does Ottawa have a higher rate of auto related deaths and injuries per capita than the other cities surveyed?
We need to know the hard numbers to answer all that. If this survey and ranking is valid, they would have accessed those numbers. My guess is that Ottawa does not lead in any one category, but when you average all the category rankings, we rank highly. It is a part of why Ottawa usually ranks well in surveys on the best cities in the world to live in.
