That doesn't apply in the Centre Plan area. Centre Plan does have public benefit provisions, but they come into effect automatically if you want to do any development over 2,000 m2 and they don't grant extra height. I.e. any development over 2,000 m2 has to pay the public benefit fees.
There is a provision in Centre Plan to allow development agreements for sites over 1 hectare in size, however you can still only get roughly an extra floor by going the development agreement route in this case. Unless Council makes changes via Package B adoption, this site is going to be stuck at the Corridor height limit of 6ish floors.
