What's the story with that moldy building to the west of this? The one sandwiched b/in this building and the classic one with the RBC sign on top. It looks empty. Why hasn't it been knocked down already?

It's great how all towers in downtown Vancouver (office and condo) are matching green. It's a good artistic approach. Imagine if you decorated your house like that - paint the walls green, and have green furniture to match the walls, and all your clothes were green. If only everything could be green.

Height restrictions imposed by city council limit this building to only two more floors.

Assuming the building next door roof is at level 11 or so then that's level 25 they are finishing. Then 26 is the mechanical floor.

Sorry I forget if it was asked but what's the purpose of those cutouts in that blank wall that are filled in?

They're filled in because they abutt the neighbouring parcel with no or little setback.
Curious whether they could be opened up in future to link to an adjacent building.

It seems like they are doing the final layer of weatherproofing on the blank wall so there won't be any windows. They do seem high enough to possibly tie into an adjacent floor.

And the elevator core is along that wall directly in the middle which doesn't explain the purpose of that centre column of cutouts. All the under construction photographs seems to indicate there is something beyond there so maybe they also reconfigured the core to do a future retrofit.

This building uses cladding material and style (the glass, the way it is fritted and cut and bevelled) very much like the earlier buildings of La Défense. Is this considered International Style?

The crown will still add height but I think you are right. I am actually happy with this and the fact views out of the rotating restaurant will remain unblocked.
