Live music really isn't happening in the village but that just goes with the changing scene in that area. It's condoland now and honestly that's okay, because the culture just shifts to other areas, it doesn't disappear.

Not sure I agree with that logic. A lively neighbourhood with local bands playing every night doesn't just pop up overnight. It takes time to grow and develop.
Let's say you're 18 years old and play in a local band in Winnipeg. If Osborne Village is full of cool venues you might keep playing in that band, and if you work hard enough, one day your band might get famous. Or even if that doesn't happen, you might decide to open your own music venue one day.
But it's a lot harder to reach that point — being a successful local band, or opening your own venue — if you don't see others leading the way. That's why cities like Nashville or Austin get known around the world for their music scenes. They have a reputation as a place where musicians can "make it".
Was Winnipeg ever one of those cities? I don't know. But I do know that if Winnipeg loses the soul of its live music neighbourhood, there's no guarantee it will resurface again. Local bands will just migrate to another city, or give up on that dream altogether.
