Each of them should be charged with 200 counts of assault with a noxious substance and receive actual punishment. Nothing will happen though, as per usual, and then we will continue to wonder how we got here.

Nothing will happen to the little hoodlums but society and/or the government will be blamed and rinse and repeat on the next bear spray incident.
