well whatever is or isnt going on likely has nothing to do with PMC, it's got to do with the contractor or its subs. I'm sure it's nothing significant in relation to the total duration of this project. Another one that seems to be moving slow is 1300 Fairmount

I don't really think it's going slow - it's basically 2 city blocks long, 2 buildings going up at once, and huge parking garage. This photo only captures the northern half.

A quick uneducated question: Is it certain that both towers are being built now? Isn't one to be built above a base (with the base currently under construction). Could it be that the tower core portion attributable to the base might be going up now with the rest to be added later?

Here's a quick uneducated answer (when did that ever stop a lawyer, huh? ):

From the photos that Skintreesnail posted above, it appears that the cores are already above the level of the rail lines. So based on this site section from the CDR submission, it looks like the answer to your question is no, because the core is already above the base and heading higher:

And this uneducated answer is worth what you paid for it.

^^ It doesn't seem that the cores are above the rail tracks to me, at least not the north core. It is true that'd they'd build the tower core within the retail base even if they weren't planning on building the tower yet. So I'm not sure there's any definitive conclusions to be drawn yet as it's not far along enough to be obvious and I'm not aware of any official announcement on how they are (or not) phasing it. I generally would expect this to go similar to Market East, with the south tower and north tower base built at the same time, and for the north tower to get started once the south tower is substantially complete and retail fit out begins.

Market East is what I had in mind when I asked the question. We shall see soon enough (or not if the delay continues).

Someone on this forum needs to get over there, jump up on those tracks, and site the relative height of those cores for us. I'm kinda busy at the moment, and I suspect you are too. So that leaves our man Knight Hospitaller.

Yeah, I'll tell the wife that I need to leave stately suburban manor and the kids to take PMC photos.

To eliminate all doubt, I'll need surveying equipment. Thanks in advance to getting that.

What's a lawyer doing with surveyor gear? Maybe I shouldn't ask.

I can see it now:

"SEPTA Service Alert: Due to a suspicious person trespassing in the track area all trains are currently stopped between Suburban Station and 30th Street Station"

Yeah, but that's when we all play the ol' "plausible deniability" card. "Knight WHO?????"
