The multibillion-dollar Interstate 45 overhaul known as the North Houston Highway Improvement Project has reached the last of its needed agreements to officially move forward.

The Texas Department of Transportation and the Federal Highway Administration signed a voluntary resolution agreement to resolve the FHWA’s previous Title VI investigation into the NHHIP, which began in March 2021. The agreement, announced March 7, lifts the FHWA's pause on the project. Additionally, the FHWA's review related to the National Environmental Policy Act found that TxDOT complied with those requirements.

During the investigation, the FHWA sent three requests for information to TxDOT and conducted two site visits to Houston, 100 in-person interviews and 20 virtual interviews with members of the community who will be affected by the project. During this time, nearly 9,000 documents and the access to hundreds of others were provided by TxDOT.

"This agreement moves forward an important project, responds to community concerns, and improves the North Houston Highway Improvement Project in ways that will make a real difference in people's lives,” said Federal Highway Administrator Shailen Bhatt. “Through this agreement the community will have a greater voice in the design and throughout the project's life cycle. We have lifted the pause, and with FHWA oversight, TXDOT may proceed with design and construction."

Under the agreement, TxDOT must reduce the NHHIP footprint in a way that will not compromise the integrity and functionality of the project.

Good outcome after the additional public consultations. Did the voluntary resolution result in any changes to the project?

A group opposing the highway expansion claims the meetings in December 2023 didn't meet the requirements of the voluntary regulatory agreement.
