Typically you look at either arrivals or departures, not the two combined since you don't want to count through trains twice*. As a result would be better to cut it in half and ask, "Were there 25 VIA departures from Toronto a day?"
If you count train numbers, you get 26 (27 on Wednesdays because of the Canadian), but one thing to consider is that trains 50&60 as well as 52&62 depart Toronto as 1 train and then later split. The reverse doesn't happen westbound, but train 51 travels from Montreal to Toronto via Ottawa, so is shown on both schedules. Both of these are done to reduce the number of trains running along the lakeshore corridor, while still serving both Ottawa and Montreal to/from Toronto.
* Admittedly there no longer seem to be any through VIA trains in Toronto. I think Toronto is the only station that has VIA trains arriving from more than one direction but VIA doesn't offer any through trains (though they used to though).
