They don't even look close to having the sections they are working on done, especially McKinley/Central. 5th/Washington looks close to being ready, but there's not even any concrete poured yet at McKinley and there is still mass construction equipment on the line.
I would interpret the February 13-26 timeline to mean that 30-minute headways would continue until midnight on March 26 with normal service resuming the morning of March 27. That gives the constructions crews today and tomorrow to finish the work, or at least make enough progress to eliminate the need for single-tracking. It'll be interesting to see if they can sprint through it, or if the window will have to be extended.
